Manta Carlos' government operates as a sovereign city-state. It is a representative Republic, with two tiers: the President, the Council of Ministers.
The President is the executive and ceremonial elected leader of
Manta Carlos City. The position is held for a decade, and while there are no formal limits for how many times a particular individual may hold, the office the Council of Ministers can veto a candidate with an overwhelming majority vote. A president can be removed from their appointment early if they are found to not be performing their duties admirably and honorably, again by an overwhelming majority vote by the Council. If removed in this way, an individual is barred from declaring candidacy in the future.
The Council of Ministers are made up of elected individuals who head the various sections of of government oversight within the city. They make decisions as a group and new policies cannot be implemented without a majority vote among the Ministers. In the event that a President is removed from their appointment, a Minister will be chosen to act as President until such time as a new election can be held.
