Why you think they deserve the spotlight: Seconding this nomination. Vinny brought some great characters and plots to the table which have enriched the setting and the site. Between the Premier Youth Club and all of that nonsense Inky is getting up to, I think Vinny has earned the spotlight.
Spotlight Character: Cairo Lou Kaiylla
Why you think they deserve the spotlight: You may remember, back in the 'cozy cottage' ICC event, that Cairo ruined Chloe's shallow romantic aspirations for that weekend. This was my first major exposure to Cairo as a character, and I was impressed with how Claire handled him and his emotions. I could feel all the insecurity and ambivalence pulsing beneath the surface as I RPed with and around him, and I felt like this was a thought out, fully developed human being. Reading a few of his threads gave me the same impression. So, excellent work
@Claire, and show this character some love everyone.
Spotlight Plot: I AM NOMINATING THE SEIKEN / EMILY SHIP. FIGHT ME KYROS
Explain the plot in a paragraph for those who aren't familiar: Seiken meets Emily strong, the head cheerleader, and they become boyfriend and girlfriend. Kind of. Normally reserved and terrified of hurting others, Seiken really opens up to Emily, and he begins to see that beneath the perfect mask Emily puts on is a damaged person, perhaps even a monster not unlike him. He becomes emotionally dependent on Emily in a way that almost certainly isn't healthy, and Emily sometimes feels like she doesn't have much choice in the matter, regarding being in this relationship at all. Her feelings oscillate between shame and fulfillment at the way Seiken begins to dominate her life and, in private, to just dominate her. Recently, she attempted to kill herself, and at the time of writing this post they are going to go through a breakup. Kyros and Heart will probably finish the whole damn thread by the time c/p the link here goddamn they are fast.

Death Comes to Feast Like a Greedy Hungry Beast [nsfw] - Emily attempts suicide and does not succeed. Seiken immediately regrets the way he reacts to this, which leads to the breakup.

Why you think it deserves the spotlight: Kyros and Heart have clearly put a lot of thought and effort into playing out this IC relationship. It's very emotionally complicated, even during the sexy parts that have spammed up the recent activity feed every day. It's well executed, they did an incredible amount of it, and even if most of their stuff isn't your thing at all, I think that the things I've mentioned here are worthy of general appreciation.
