Actually, Starlight isn't the only place in the world with powers. People kind of have the choice not to go to the island, if they can get their powers under control by themselves or if they're already members of a magical community.
In addition, we're actually not allowed change the setting of the site in any way, sandbox though we are. Since apocalypse plots certainly do that, we're not allowed to carry them out. =/ Anything that destroys canon locations (cafeteria, infirmary, Manta Carlos City, Earth itself) are kind of banned.
