Oscar is a very down to earth guy. Like super down to earth for a rich kid. He is all fun and games , super chill relax guy that is super friendly and nice, of course he isn't gullible and doesn't take to kindly to those who decided to take advantage of his kindness. He loves playing games and pranking people and still very much has an incredibly immature, yet charming personality. Oscar has a bit of trouble expressing his emotions, preferring to crack jokes, but always shares his feeling eventually. He is extremely intelligent and calculating, but his intelligence is more focused on humour more than anything He is a very laid-back individual, and takes his job seriously and a few other things but all in all, his wisecracking nature can make him come out a bit rude at times and when he usually have offended someone without meaning to he's super apologetic. Other than being empathetic and carefree Oscar can be very overconfident, impulsive, aggressive, and rebellious at times or usually just seems like that type of guy.

Oscar has the ability to sense, create, and manipulate storms, including strong wind, thunder and lightning ,heavy precipitation. By using the elements Air, Water, and Lightning. Oscar can cast storm spells to use at his leisure however he hasn't been able to fullyvmanipulate snow or anything dealing with the freezing of water therefore just a thunderstorm for the moment, he can cast small rain clouds over someone's head. He also can call on a storm nimbus that he can fly around on for transportation.
He can't just create a storm out of the blue , he needs at least five minutes to gather the elements to create one and complete concentration so if there is already a pre-existing storm, it's just easier to manipulate that with spells rather than create one out the blue. His powers are also emotion-based, and therefore it becomes unstable if user gets emotional.
Requires an atmosphere as a medium to use his magic, so can't use in places like voids or anything that doesn't have a dimension.

Oscar is one of the kids of one of the famous magic family, The Salazar's. They are a family of basically nature spirits who had found their luck in the culinary arts and own Domingo's Fine Dining, which specializes in cooking all types of foods from every culture and hiring the best chefs available from this world and many others. Oscar being the "Wild Child" didn't really want to pursue the family's tradition with being chefs and whatnot. So he finished highschool and just did nothing for a two years until that
He wanted to be a spy like in the movies....which isn't possible so the FBI! Well he wasn't sure if they had a legit FBI academy like Quantico so next best thing was the police academy and his road to being best detective chef guy begins!
