Lucianne will be partially tapping into her knowledge from other lives, partially relearning how to make magical items. Including weapons. She will be making these out of pure magic plus magical materials that must be sought or bought before hand. Some of these materials, however, will be ethereal materials like the last ray of sunshine on a summer's day or the sound of a cat's meow. Basically, Luci will need to 1) learn how to make these items, 2) learn how to channel the magic, and 3) learn how to actually extract these impossible reagents.
Here is, ideally, what the completed power would look like.
Master Artificer - Lucianne is capable of making magical items so long as she has the materials on hand and also has memories of how to do so (likely with her many remembered lives). She does through a mixture of molding pure magic into physical shape and also giving it physical anchors to latch onto. This makes items that are naturally magical in nature with special abilities like the ability to cause fire or ice damage. In addition, she is able to also enchant existing items for the same effect. For any item that has a magical effect, however, she or another person must first go on a two page thread searching for the appropriate items with a limit of one item per thread. Each item can only have one additional effect that is related to what it is. For example, the feather of a phoenix would have the properties of fire and healing. The tears of a mermaid would have the properties of the ocean. Some of these ingredients are ethereal and impossible to obtain without the use of magic such as the first ray of dawn on the summer solstice. Lucianne has been trained to catch these reagents in nets of purely woven magic that she makes herself for each occassion.
