Cornelius stands at five feet and four inches tall. Some might call him childlike but he prefers to think of himself merely as baby-faced. His right eye is silver while his right is golden with what appears to be the markings of a clock in it. His singular halo is golden, with four large spokes and four smaller ones. His hair is light teal and cut short. When he blushes, his skin can go from papery white to deep red in an instant.
Cornelius dresses himself as a holy man, because among his people, he might as well be. His clothing is white and black with gold accents, the sleeves reminiscent of wings. He is rarely seen without a golden staff, shaped like a cross and crowned with a laurel wreath.
Personality Description: Though friendly enough, the truth is that Cornelius understands little of human emotion such as passion and rage. Oh, sure, he understands the logical processes behind why humans act the way they do but he is unable to empathize with why. Apathetic to human suffering (seeing it as just the natural order of the world) and borderline amoral, he is doing his best to emulate how his human acquaintances act and what is most expected of him in various social situations. His results are mixed.
Seemingly jovial and dreamy, it can be a surprise to others that Cornelius is actually the opposite of both. Deathly calm on the surface, he is a down-to-earth, by-the-book pessimist who knows and expects the world to be full of ills. Often innocently insensitive, he learns slowly from mistakes and is prone to making them again and again. He can also be single-minded to a fault, focusing exclusively on one task at the detriment of literally everything else.
An avid patron of the arts, Cornelius often spends his free time collecting works of art and music from around the world. Some might call this hoarding but Cornelius prefers terms like "appreciating." His main interest in humanity lies in how varied their arts are across all cultures.
Active Abilities: Attending Saint: Through a glance, Cornelius is able to see the balance of a person's sins and benevolence. This manifests itself as sparkles around the person in question, with older sins and benevolence being more translucent and wisp-like and more recent ones being near-opaque and vivid with shifting color (gray scale for sins, any other color for benevolence). Each sparkle shows a brief flash of the sin or benevolence committed. Because of his powers, Cornelius is able to also erase sins or benevolence from the scales of karma, rendering supernatural punishment or reward for them null. He is also capable of writing in acts of sin or benevolence onto the scales of karma. His power manifests itself as a golden staff that he carries with him constantly. Without it, he can only see a person's sin and benevolence balance. However, he can also reabsorb the magic to regain his staff's powers.
Pact Master: Cornelius is an intermediary between Regalia and other species, be they human or supernatural. His current role allows him to create pacts between a Regalia and partner. These pacts imbue the partner with Divine Right, commonly known as Divine Right of Kings and sometimes known as the Mandate of Heaven. Divine Right for what is often unclear but many in the supernatural community nonetheless respect this mark of favor. Forming a pact also allows a Regalia to bestow its partner with some of its powers.
Passive Abilities: Alternate Plane: All Regalia are able to abandon the physical plane for their own which contains the heart of their civilization. This plane exists parallel to the physical plane that humans and most other supernaturals live on. Occasionally, some may stumble upon a hole in the physical plane that brings them to the Regalia's alternate plane.
Immortality: Cornelius is a member of an immortal race. He cannot die of natural means, though he can be killed. His species ages slowly after reaching early adulthood and it is rare to find elderly of his kind. Consuming food isn't necessary for survival but he does so anyways out of enjoyment.
Omnilingual: As a Regalia, Cornelius is capable of understanding and communicating in all other languages that have at least one native speaker.
True Sight: Because of his species, Cornelius is able to see other supernaturals for what they are, whether or not they are trying to hide themselves. He can also see them when they are naturally invisible to others.

Their powers are tied to specific objects that are physical manifestations of their soul, with weak Regalia being able to only manifest one object while the most powerful ones are able to manifest dozens. Each Regalis has magic type, temperament, and embodied aspect. Sometimes not all of these line up neatly, resulting in more volatile and independent Regalia. Regalia are by nature curious creatures who love shiny and complex baubles. They show off their powers through the projection of beautiful halos.
Cornelius, like all Regalia, was born from the sheer desire of his parents. After a time wandering the earth, he returned to the Regalia community and was given a special task to seek out and test dozens of different individuals for a certain prize. He then chose to relocate to Manta Carlos Island, knowing of its vibrant and colorful supernatural community.
Resources: Cornelius is centuries of years old, with access to finances that match it. Unfortunately, most of the currency is no longer in use but has a great deal of historic value that historians might be interested in.

Cornelius was conceived and born to two Regalia considered to be the king and queen of their species. His birth was met with concern because of the ever-shifting clock in his left eye, recognized as an omen from higher powers that the reign of the current rulers was ending. News of it quickly spread throughout the population, bringing forward much debate about the future of the race as the actual heir to the throne was no longer in the picture. It was decided that as the herald of this message, it would only be right if Cornelius were one day given the option to act on it, either by becoming king himself or selecting one.
Though technically a prince by birth, Cornelius was primarily raised by the community with his parents serving merely as his most frequent teachers. Most of his lessons were centered around humanity and their psychology but in general, his upbringing was easy and sheltered, free of contact with any other being who were not Regalia. Much of his free time was spent simply pursuing the arts and he became quite proficient in music, painting, and various household tasks.
When Cornelius reached adolescence, he was told to live among humanity, finding temporary homes in wandering supernatural communities. At first, he was amazed by the balance of sins and benevolence that each person held, calling out quite enthusiastically whenever he found somebody who weighed heavily in either direction. From the reactions of the people around him, however, he steadily learned to control his outbursts until he simply stopped reporting what he saw at all. After watching many civilizations rise and fall, sometimes making friends but mostly not, he was summoned back home by his parents who finally assigned him a task: either become king or find one suited for it.
Choosing to go to the source, Cornelius visited the soothsayers who interpreted his omen so long ago. They advised him to choose a new path for the Regalia, one more in touch with the other races and embracing their heritage as guardian spirits rather than simply spirits. It would only be right, then, to select a leader who understood why guardianship was important and sacred. Somebody who was not a Regalia, somebody mortal who would die one day. Somebody whose soul could be shifted ever so slightly to reincarnation and immortality, to lead the species back to their roots.
It could not be any simple person, of course. The person had to have so many qualities that stretched to the sun and back. Cornelius listened as the soothsayers argued and thought, why not make it a game, instead? Surely there was somebody out there who could successfully appeal to so many Regalia in so many different ways. The foundation of a tournament laid itself out in his head and the more he thought on it, the more convinced he became that it was the best way.
