Appearance Description: Heng's short, slightly messy hair is mud brown due to being in the sun for too long. He tends to dress a little sloppily, but that's only because he never had many clothes to choose from. For a 14 year old he is rather small (5 foot 2). Almost half the time, he has bandages around his eyes. During these periods he carries a white cane to help himself navigate.

Personality Description: Heng tries very, very hard not to intimidate people, unless he really needs to. He is very laid-back and tries to act nonchalantly about everything, even when his eyes are literally bleeding. The only thing he panics about is running out of money, and using his power after hitting his daily limit.

He also doesn't have much of a "no" filter on his mouth, even for himself. He often fails to stop himself before asking questions, and tends to answer personal questions without batting an eye. This has caused awkward, concerned silences from his peers on more than one occasion.

Powers: Eye of Fear: When activated, Heng can strike fear into anyone he makes eye contact with. The fear can stem from Heng himself, or from any preconscious fears or hidden motives the victim has. Heng can only use this power twice daily. After the second use, a blood vessel in his eyes burst and he starts bleeding. His vision also goes blurry, which makes him all but blind. Over the years, it became difficult to control his powers, which is why he covers his eyes with bandages often.

Biography: Heng was abandoned at the steps of the Chhet orphanage in a run-down area of Kampot, Cambodia. The Chhet orphanage was currently in danger of closing down or being demolished, due to being on a tract of land belonging to an influential businessman. His papers were rather questionable, but his influence was powerful enough to cover the holes in his papers. The legal processes had been going on for years, and Madam Chhet, the directress, was at her wit's end. Luckily, the legal processes went very, very slowly, so Heng was able to spend a few years with the other Chhet children without much incident.

Heng discovered his power at the age of 7. It was an accident, mostly. He had been staring into the eyes of the orphanage's dog, trying to communicate with it, when it suddenly jumped and scampered off into a corner. The next thing he looked at was a bird, and it frantically flew into a window. His eyes suddenly started bleeding and stinging, and he started crying.
His power developed over the span of 2 years. He learned how to control it better, and his twice-per-day limit.

One morning, the businessman came banging on the wooden door of the orphanage. He had the eviction and demolition papers ready. Most of the children were crying, and Madam Chhet was having a heated argument with the businessman. It would be the first time Heng used his power on another human being.

He approached Madam Chhet and looked up at the businessman. It worked; and the man backed away, his face pale. Heng had never used his power on a human, and his eye started bleeding. He ignored the pain, because the sight of his eyes oozing blood was working so well. The businessman literally ran away, taking all his employees with him. Heng was unable to see for two days. After a month, the businessman came clean and admitted to forging documents and reusing expired deeds.

After that incident, it became more difficult to control his power. He kept bleeding, and accidentally frightening anyone he came into eye contact with. He tried to control the situation with 'a calm head', but it wasn't working. He was relieved when he received a letter for gifted children abroad, so he made arrangements to stay at Manta Carlos.
