The Symbiotic Concert

With the goal of protecting the barriers between the supernatural and natural spheres, the Symbiotic Concert is a quiet organization which distances itself from politics as well as other powerful groups. It does not dislike the natural populace in any way; it simply believes that the two spheres are incompatible and should be left completely separate. The Concert operates with a high degree of subtly, recruiting only those whom it knows will either become loyal to it or will be easily gotten rid of. Despite this, the Concert does not use violence as a first resort. It prefers to turn people away from actions using other means. However, at the same time, the Concert is also ruthless in eliminating the people who become too troublesome, who mess with the boundaries between the spheres too much. All in all, the Concert is a highly law abiding organization. Law as defined in any way that suits it.

The business of the Concert is unknown to large organizations, as it actively works to slip under their radars. Though its name might be known, certainly its dealings are a complete secret to any outsider. Spies are not an issue to the organization; anybody high enough to know anything of interest are under heavy checks that ensure there are no information leaks except the ones that the Concert wants to be present.

History

The Symbiotic Concert was founded in East Berlin, 1967, five years after the Berlin Wall went up. Its founding members consisted of both normal humans as well as supernaturals who were brought together by shared hardship. The Concert at first was little more than a social organization to commiserate with each other's woes, not truly trying to bring about anything more than a small, comforting community where they could all belong. The main focus of its members was on keeping their heads down, waiting patiently for the system to fail.

However, the Concert soon was forced to turn its attention to a rapidly growing problem which was threatening to spiral out of control -the restlessness of a younger, angrier generation of people with powers. As uncommon as powers were, East Berlin had accumulated a relatively large amount of gifted individuals and supernaturals who were drawn by either the tensions in the area or the possibility of escaping westwards. Those who escaped had a tendency to return, bringing back tales of a better life on the other side. Those who attempted to escape in secret and failed often were simply never seen again, inciting rage and wild speculation about their fates. As for those who stayed, some decided to see if they could exploit the system for themselves. A few managed, most didn't. Some of those who tried and failed were found out and that was what opened a new level to the issue. The human government would not tolerate supernatural intervention.

Faced with the possibility of the two different spheres colliding in a messy reveal, the Concert took matters into its own hands before witch hunts could begin in the city. Rather than rallying against the government as many would expect, however, the Concert instead turned on the people, ruthlessly hunting down members of the supernatural community who were drawing too much attention from the natural populace. Though the Concert wanted no part of politics and was hardly pleased by the situation in the area, it still believed in upholding the law. And if the Concert so happened to break some laws, it was only doing so for the greater good. So were the thoughts of its founders.

Slowly, the Concert extended its influence to other locations in and beyond East Germany as well. Though its priority was in East Berlin itself, at times the Concert's operations went further than planned, bringing its presence to places such as Tallinn, Estonia and Bern, Switzerland. By the mid 1970s, the Concert had effectively curb all supernatural crime, thanks to the utter mercilessness with which it had gone about restoring order. This allowed it to begin planning its expansion in earnest.

After the fall of the Berlin Wall and the dissolution of the Soviet Union, the Concert could then turn its attention to the west, carefully finding ways to make itself part of the societies there. Today, the Concert is a moderate sized vigilante organization, operating out of multiple bases in Europe with no officially designated headquarters. Its presence is more felt in the eastern parts of Germany and the old Soviet Union but nowadays, it also has a few bases in France and a single on in Great Britain.

Organization and Hierarchy

The ranks of the Symbiotic Concert are simple and meant to instill a sense of kinship and everybody being more or less on the same level. They are as the following:

Conductor : The leader of the Symbiotic Concert. He is referred to almost exclusively as Herr Dirigent, meaning Mister Conductor.

Concertmaster : The second in command of the Symbiotic Concert.

Principal : The five provincial overseers who report to the concertmaster and the conductor. One is charged with Germany, two with the old Soviet territories, one with western Europe, and one for ex-continental affairs.

Members : Exactly what it says. Members refer to each other as Frau or Herr and then their name or code name. In English terms, they call each other Ms. or Mr. so and so.

Plots

For now, the Symbiotic Concert has no particular plot lines. Because I am swamped right now, admittedly. The Concert is essentially an organization of anti-heroes and acts as a plot device in whatever way a person needs it to work, within reason.

Characters who join this plot will probably only be at member rank, unless they have the appropriate ages, maturity, and powers for the higher ones. The conductor will most likely remain an NPC.

If anybody would like to join and set up some plots on their own, let me know.
