Personality Description: Neil is a very strange individual, stranger than a strange snake slithering through a strange patch of grass. He has a very weird set of quirks and traits that could easily make other people uncomfortable. Things like always saying "compliments to the chef" even after eating a meal made by himself, or replying with "when in rome" to anyone asking about his weirdness. Neil gets coffee from the same place everyday, thay have a special deal that says in the morning you can get as many cups of coffee as you want for just 1 dollar,whenever someone tells him to leave he tells them that they should just change the rule. He considers himself to be an ace detective claiming that hes "read 25.6 books on the subject." which he has, he stopped halfway though one of them because he felt like he knew enough already. Though he may be strange his sense of justice is not, apon receiving his transformation belt he swore to use it to vanquish any evil he comes across.
Powers: Neil is human, he has no powers or special abilities, nothing about him is special, he is just as useless as any other average human. What Neil does have to is the lock belt, a device that allows his to become Helmed Rider Atlus, through the use of Form Keys, of which he has several. In each form he can use his 'overchage' as a finishing move, the move is different though each have access to the "RIDER KICK" in which Atlus leaps into the air and does a kick down to his opponent

Gun Form: (G-G-G-GUN FORM)Gun form is much lighter than Blade form, Atlus has increased speed in this form, though it is not very durable, it uses a magic revolver. Its armor is a deep purple. 'Overcharge' "FINAL SHOOTING" the guns barrel glows a bright purple and fires a massive beam at an opponent

Biography: Neil has lived on Manta Carlos for his entire life, his father being a ferrymen who transported people on and off the island. One day he received a package at his door with his belt, form keys, and a note telling him "The world needs you. Use this."
