Appearance
Rafa's human form is 6 ft 5 in tall, strong, and lean. He is also very hairy. He has messy brown hair and a thick beard. When he isn't on duty in his cop uniform, he sometimes likes to wear a leather jacket with "Misfits Pack" emblazoned on the back, along with a t-shirt and jeans. Otherwise, he'll wear a flannel shirt and look like a lumberjack.
Rafa's hybrid form is bulky, muscular, and about 6 ft 10 in tall. His head resembles that of a wolf's. His fur has a mix of grays, whites, and browns, with dark grays dominating. He puts a lot of effort into making his fur look right, especially above the neck - those familiar with werewolf fur can tell that his is especially fluffy, well-trimmed, and even a little shiny. His hands in this form are huge and clawed. His legs are digitigrade, with paws on his feet. His voice sounds different between his hybrid/wolf and humanoid forms - there is a slight lisp in his hybrid form and a different timbre, due to the shape of his mouth.

Personality
Rafa is a bit of a joker - he loves his wisecracks and his dog puns. He's full of energy and always seems to have a smile on his face. Sometimes it even turns into a wolfish grin. He is also known for his optimism - in his world, good and justice comes out ahead in the end. Sometimes it just takes a little bit of time. He wants to be there to help make it happen.
Rafa is a little bit conceited. He spends a lot of time on his appearance. He's hot stuff and he knows it, both in his looks and in his capacities as a police officer. This rubs some people the wrong way, though others admire his confidence.

Active Abilities
Werewolf Shifting
Dude is a werewolf. Unlike many other kinds, he can shapeshift at will, and very rapidly, between his three forms. He is able to fully shift from one form to the other in less than half a second. He can also shift individual parts of his body, but such partial shifts are slower (taking about 5 seconds) and can revert without warning to match whatever form is currently dominant. Reversion without warning is much more likely the more body parts he partial-shifts.He has a human form, a wolf form, and a hybrid form.
His hybrid form is bigger, faster, stronger, and more durable than his human form. He has the senses of smell and hearing that a wolf would. However, his hybrid form's vision is blurry and red/green color blind; he is not good at reading or driving safely without a partial shift to his eyes.
His wolf form has roughly the same capabilities as a regular wolf, aside from having a sapient mind. He can run much faster than either of his other forms as a wolf, and he can pass as a regular canine. He can't speak without a partial shift active in this form, and even then he's only barely comprehensible.

Superhuman Strength
In his human form, he can lift half a ton over his head - in his hybrid form, he can lift 2 tons. His wolf form is stronger and faster than a typical wolf, also.Superhuman Senses
In every form, Raphael has sharper senses of hearing and smell than a human. These improve greatly when he has a lupine nose or ears.Healing
In his hybrid form only, Raphael can recover from (non-fatal) injuries very quickly. He cannot do this when he has a partial shift active. He also cannot do this to heal injuries sustained in his other forms.An injury sustained in one form does not exist for his other forms, so he can shift out of an injured form into an uninjured one. He needs to spend time in an injured form to heal that form, however, and so it can take him a lot longer than usual to recover from certain injuries if he doesn't want to spend time being injured and recovering. Injuries in his nonhybrid forms heal only about twice as fast as normal.

Silver
Touching it hurts him a lot. Stabbing him with some of it would immobilize him with pain. If it gets into his system, he can get very ill for days and possibly die. Injuries caused by silver will hurt all of his forms at once, and heal slowly. This only applies to metallic silver.The Moon
The full moon makes him agitated. If he tries to stay in his human form during the full moon, he can lose control - but he can keep it together a lot better if he stays in his hybrid or wolf form (well enough that he could even do his job - but he would really rather not)common magic items

biography
On his mother's side, Rafa descended from Spanish and Irish immigrants to the Northeastern US. He doesn't know much about his father, aside from the fact that he wasn't a normal human, and he isn't on good enough terms with his mother anymore to ask her about it.
Rafa's mother, Jenna, was pregnant with him when she was 16, an unwanted teenage pregnancy that put her high school life on hold. When he was born, it was as a puppy. Thankfully, the doctor who delivered him was an alumnus of Starlight Academy - he called up the school and they helped him prevent the incident from getting into the news. They also gave Jenna and her parents the standard offers regarding an education and/or finding a family to adopt him on Manta Carlos.
Jenna consistently refused to tell her parents or doctor about the father. She would have been happy to get rid of the child, but Rafa's grandparents wouldn't have it. They insisted upon raising him at least until he finished elementary school, and so they did. His mother went off to college when he was young and from that point on tended to stay away from Rafa and her parents. He would only see her on holidays, and soon not even then.
Rafa's grandparents were good enough to him, effectively treating him as their own son. His uncle was nice to him, and treated him almost like a younger brother. Despite all this, he quickly realized that his mother didn't want him, and that ate away at him. They also had to keep all of his shapeshifting private - the Veil provided his grandparents with medication that inhibited his shapeshifting abilities for most of his time as an elementary student. He would tell some of his classmates that he was "part dog," but they thought he was just being silly.
One of the pivotal moments in his young life was meeting Scruff McGruff, the cartoon crime dog known for taking a bite out of crime. He sometimes imagined, maybe even wished, that Scruff Mcgruff was actually his dad. This is when the idea of becoming a policeman first got into his head.
Rafa started going to Starlight Academy in Middle School as a boarding student. He adjusted to it well enough, except for one thing - he stopped being a good Catholic boy a few years in. His grandparents raised him Catholic, but even with the help of local priests, some of the supernatural things he saw led him to lose his faith. Religion woill probably remain a point of friction between him and his grandparents for the rest of their lives, but they still love him. They'd visit him over breaks in the school year, or vice-versa. Middle school is also when he started to spend most of his time in a hybrid werewolf form - it felt more natural to him, and he loved not having to hide who and what he was.
It was also in middle school when he joined the misfits werewolf pack. The younger Rafa practically begged his future alpha Paragon to let him into the pack and to convince his skeptical grandparents to let him live with them - he had fantasized about the idea of joining a pack like this for years before he had arrived on the island. Paragon obliged, and once his grandparents were satisfied that this was a healthy social and living arrangement for Rafa to enter into, he moved in.
His grades in high school were mediocre at best, but by the time he got into his second year of college, he started to find himself and his purpose. He was going to become a policeman, just like his dear old fake dad. He graduated with honors with a four-year criminal justice degree, then moved on to do very well in the police academy.
Several months after graduating from the police academy, he also became one of the pack's gammas. His predecessor left the pack to pursue a career off-island, and Raphael's enthusiasm and developing skillset as an officer of the law left him as the best qualified pack member to fill that position. Paragon also greatly appreciated that Raphael is unlikely to leave the island for some other career, given his current career choice in the MCPD.

Rafa manages a large collection of cards for several trading card games, shared across any interested parties in the pack. He has gotten several of the other pack members interested in these children's card games.
