Appearance
In her human form, Fweiu is large and imposing. She stands over 6.5 feet tall (192cm), with broad shoulders and defined muscles. Her hair is naturally blue.
Her clothing style favors comfort and utility. She likes to be active,and to get things done, and formal wear can get in the way of that. What she does have in the way of formal wear is ceremonial garb from her community, which includes elaborate armor pieces made of unmelting ice, gemstones, and precious metals.
Her dragon form is enormous, being 16 meters tall from her front paws to the tips of her two white horns and 25 meters long from her chest to the tip of her tail. She is strong and svelte, built like a big cat. She has bright blue eyes and thick scales with a white and grey pattern that blends in well with snowy mountaintops or snow-covered trees. Past their scaly front edges, her wings have sleek feathers like a bird's wings, mostly white with some darker splotches. Her teeth are each about as long as a human arm.

Fweiu is confident and commanding. She's big and important and she knows it. She feels most comfortable when she's in charge. Being outside of her ice dragon community puts her firmly out of her element.
As a leader, she strives to be fairer and more empathetic than her father was.
She is outgoing and sometimes flambouyant. When she isn't working hard, she plays hard: she's always looking for an opportunity to celebrate her own accomplishments or those of the people working with her. She is fiercely loyal to her people; their success is her success.

Active Abilities
Human/Dragon Shifting
Fweiu has a human form and a dragon form. Her human form is about as strong as a mundane human athlete, owing in part to an active lifestyle and supernatural metabolismFweiu's dragon form is extremely cold-resistant. Her scales can stop some small arms fire. Her claws are strong enough to shred cliff faces, and her jaws can crush stones. She has wings, and she can use them to fly.
Fweiu can also shift parts of her dragon form to be more human-like, or vice-versa. In dragon form, she might grow human-like hands with opposable thumbs, or she might gain the ability to comfortably stand upright. In human form, she can give herself powerful claws, wings, tough scales, and superhuman strength. Making her human form more dragon-like will increase its overall size, and making her dragon form more human-like will decrease its size.
Ice Breath
Fweiu can spray a jet of supercooled mist from her mouth. Anything this breath touches will be frozen and covered in ice in seconds. She can sustain this for about 30 seconds at a time, after which it would take her 2 hours to recover enough to do it again. Using this ability too much in a short time can give her breathing problems, potentially suffocating her if she overdoes it as her throat would freeze shut. She can only do this in her dragon form.Ice Magic
In either form, Fweiu can create and control ice.She can control up to 8 cubic meters of ice at a time. This allows her to telekinetically lift and throw pieces of ice, to break chunks out of a larger piece of ice. This power also allows her to change the shape and consistency of the ice she's controlling. She could, for instance, turn a handful of snow into a block of solid ice, which she could then turn into a small ice sculpture. She can make ice tougher and harder, or weaker and more brittle
She can create ice, but how quickly she can do this depends on the ambient temperature and how much water or humidity is available. In a hot and dry environment, it would take her half an hour to make a tiny ice cube. On a chilly and rainy day, she could make a cubic meter of ice in a few minutes. Ice that she makes will melt normally if she isn't actively using her powers to keep it intact.
Dominance Pulse
Fweiu can unleash a wave of psychic energy that lets everyone know: she's the boss. Anyone affected will be able to instinctively tell that she is very important, big, and powerful. Furthermore, anyone who sees her as their leader or who does not see themselves as a leader will also feel very hesitant to challenge or disobey her. These effects gradually wear off in less than a minute.While Fweiu can activate this on command, will also sometimes trigger involuntarily. Each time it activates, a cold gust of wind will blow around her, and her breath will come out as a mist, no matter what the weather is like.
Passive Abilities
Regeneration
Her human form heals twice as fast as an ordinary human. Both forms can regrow lost limbs in about a month. Her dragon form could recover from most nonlethal injuries in under a week, unless that injury is a burn; burns could take years to heal and can permanently cripple or scar her. She would seriously consider amputation if one of her limbs was burned badly enough.Enhanced Senses
Fweiu's senses are sharper than those of a human. Her sense of smell can pick up more kinds of scents, and subtler ones, being slightly more acute than a dog's sense of smell. Her sense of hearing is particularly acute, and allows her to pick out and process specific sounds even with a lot of noise - such as the sound of something running in the snow during a blizzard. As a dragon, her massive eyes allow her to focus at distances ten times as far as a human, with more clarity.weaknesses
Heat
Fweiu is sensitive to heat in either form. Temperatures over 95F / 35C degrees will cause her pain. Her dragon form will become weaker and disoriented at temperatures over 90F / 32C; she needs to use her ice powers just to maintain a healthy body temperature on a sufficiently warm summer day. Something as hot as fire will actually cause parts of her dragon form to melt, which can permanently cripple her.biography

While her father had multiple partners, only the children of one of his mates could be chosen to inherit his position of leadership. His potential mates fought each other over the course of weeks to determine who would bear the future chief; the last dragon standing was Fweiu and's mother. They all lived in a secluded town in the Swiss Alps, far away from most human settlements.
Fweiu and her siblings could be vicious to each other when they were young. Fweiu feels that this was a normal part of growing up as a chosen child of the chief. Though she was downright pleasant to those outside of her family, she could be brutal to her siblings up until the day it was decided she would be chief. She believed that she had to assert her dominance, to treat her siblings the way her father would treat anyone who challenged his authority, and her siblings constantly stood as a challenge to her claim to chiefhood. It was for this reason that Shul's growth spurt infuriated her; everyone saw his size and strength and believed that he would become chief.
One day, she got fed up and tried to goad him into a fight, calling him a giant hatchling and all sorts of other names. When this didn't work, she turned into a dragon and made like she was trying to crush him, knowing that he would be forced to defend himself. She was counting on the chance that she would win the ensuing fight and prove her dominance.
This backfired. She lost their fight.
Shul soon made himself ineligible for the position of chief by telling their father he had been visiting nearby human villages. This lead to his banishment and, eventually, Fweiu becoming Chief. Their father, who was nearing the end of his life and losing the ability to retain a human form, retired to a hidden place where their people go to rest and die, their bodies eventually turning to ice. Fweiu still visits him on occasion.
The Akt'Anir community has changed a lot since then. It had to - humans were becoming much more technologically advanced, and staying entirely separate from human society while living so close to them was becoming unsustainable. In the late 1970s she anticipated this problem getting out of hand and tried to solve it by moving the community. Establishing another town farther up in the mountains, which was how the community solved a similar problem centuries ago, didn't do much to help them at first. Around the same time, they also tried establishing a colony in Antarctica. The Antarctic colony did poorly, with ice dragons sometimes dying in turf wars with other magical creatures in the area.
Fweiu finally caved to the idea that the community could only stay hidden if it became better integrated with the human world, working within its systems to manage the threat of exposure. This made a lot of her fellow dragons unhappy, especially the older ones. After a lot of fighting which nearly exposed the community to humans, Fweiu nipped this problem in the bud: it was decided that anybody who refused to be a part of the solution could move to the Antarctic colony. Many of them did.
The Akt'Anir Dragons are no longer forbidden from interacting with the outside world, and humans are able to visit their villages, though human visitors are exceedingly rare. They are constantly working on new ways to hide their true nature from modern human society, while still benefitting from a relationship with it.
From now on, Fweiu expects to spend a lot of time on Manta Carlos. She will be working with the Veil, the island's government, and representatives from other supernatural communities on treaties and other deals.
