"That's an exaggeration," Chloe said. "The only warnings I've heard are not to break the rules at Gomorrah. Furthermore, we have our rules posted. Under the Supernatural Business Protection Act, that means my dad isn't liable for anything that happens to people as a result of their breaking those rules."
Technically, that was a law intended to protect magical shopkeepers from lawsuits related to customers mishandling their goods. Gomorrah was just ruthlessly exploiting a loophole. They were only violating the spirit of the law.
"As for whether it's ethical, I know a student who tried to steal elixer from Gomorrah. Complete dipshit, skipped a lot of classes, failure at life, shit like that. When he came back, he was a straight-A student. He did some soul-searching and totally turned his life around, because he knew where his life was headed after spending a bit of time there. And this isn't an isolated incident either."
