Regina made sort of a sour face for a second. She didn't think 'it's against the law' was a good reason to do anything by itself - but she had other things to be preoccupied with.Lots of bad feelings. Lots of things in her life to rethink.
Finch wasn't the right person to talk to about this, but she didn't want him to leave. She already felt betrayed; she didn't want to feel lonely too. So she would ask him to stay just a little bit longer.
