    The first settlers of Manta Carlos were a group of East Asian pirates in approximately the year 1770. They used the island as a way point and cache to lie low between raids, and it served this purpose for many years. However as piracy became more dangerous and less lucrative, some of these societal outcasts decided to set down roots on this unmarked stretch of land. By the 1880s, with stricter enforcement against the pirates, the island's population grew quickly. With little record of its existence to follow up on, the island that would become Manta Carlos and its inhabitants faded into obscurity for over a decade.

    In 1894 however, the island was discovered again by one Cordelia Moore. In her time moving through the various hidden supernatural communities around the world, she had sought to find a place to allow them to flourish without fear of persecution. With time and trade agreements with the island's inhabitants, Cordelia began construction of her first vision: Starlight Academy. With supernatural help and international contacts, it did not take long for a new community of immigrants to spring up around the school.

    Conflicts between the established inhabitants and the newcomers rose, but eventually accords were reached as Cordelia realized that blending human and supernatural societies would take nuance and care. The island was further cultivated and hidden, using powerful magic to deal with each new human technology that would trump what was already in place. Eventually the towns grew and merged into a proper city, which took the name of the island itself: Manta Carlos.
