Various NPC questions...

I have a question... I figure half of my characters would probably be going to the guidance counselor, so I was wondering if the counselor is a character, or if s/he can be played by another random member as if it was another thread, or if the person going to the counselor would play it...

The same with the hospital wing, for that matter. Also, would one be allowed to make a nurse or counselor character to play these roles?
