Party & Chill targets a range of preteens to young adults. It is a dance club and arcade fusion that functions on the Starlight Observation Station. This is a fairly recent addition to the station; perhaps there would be job opportunities here?

The first floor is the lobby and cafe. The receptionists hand out access passes, answer questions, and take calls. The space features a black, white, and red color scheme. Black and white colors the walls, upper decorations, and pillars; the red carpet flooring and wine-colored furniture pop out nicely. One can sit on the couches if they're left waiting. Alternatively one can check out the cafe further down the hall. It features a warm color scheme with browns and greens. The chairs have soft cushioning and are paired with beautiful tables covered in vine designs. The cafe offers lunch, desserts, and non-alcoholic beverages. It's a good place for a light meal or snack time.

The second floor is the arcade. As one would expect, it's fairly loud and flashy. Notably the arcade caters especially to rhythm game fans; many dance and rhythm games are featured here. They take up the front half of the arcade. However, fighting game enthusiasts or racing connoisseurs are more than welcome here. Other genres take up the remaining half. All games are played by using the pass scanner. They can detect when a pass is expired. Every machine has an alert function; this tells security to rush over there. It can either be activated manually by pressing a button or activates automatically in certain circumstances (I.E. Someone damaging the equipment).

The third floor is the dance club. Bouncers greet people as they enter. Inside there's a giant DJ booth in the back, a dance floor, and a bar on the side. Most of the floor has a rave theme to it; the only exception is the slightly classier bar. There's no dress code; one just needs a club pass. The admittance age is fifteen; the lobby receptionists check identification forms when one is purchasing the pass. However, access to alcoholic beverages is limited to those eighteen and older. The under eighteen passes have a different bar code. Additionally, customers get three free alcoholic drinks and unlimited non-alcoholic drinks. After the third, there's a charge for each additional drink.

To get to each floor, there are magic-powered elevators. The building has five elevators that can fit ten average human-sized people each. All buttons except for one are clearly labeled. There's a fourth floor labeled Staff Area; it will ask for an employee pass if one tries to go there. A blank button sits at the very bottom of the panel. Pressing it normally will give you an error message. However, if one presses it between 12:00 am and 12:05 am, then it'll go down to the basement. That's just a rumor though....

Or is it?

The adventurous ones will find themselves on the set of a deadly reality show. They will be shown a book of names. If they sign the book, then they're entered into the show. If they refuse to sign, then attempts will be made to persuade them. Those incredibly stubborn will be forced out of the location and have their memories erased. Immediate memory erasure is used for stray law enforcement and drunks. Occasionally those that venture down will be immediately snatched instead of given the book; this seems to happen when people are needed for any reason (I.E. More competitors). Participants must complete challenges in order to win the right to live and a sum of money. The challenge for the night changes regularly; there's a schedule, but it's kept secret to most.
