He'd won over another vote. One vote wasn't much--there were an awful lot of students--but if someone was interested enough in his platforms to actually state their intentions to vote for him, they were probably interested enough to share that information to others. One vote became many, and so on and so forth.
"The administration office is that way," Havoc said, pointing it out. "New students need to take the second door on the left." He'd hoped the extra bit would help, but he'd only recently gone to the administration office to get his stuff all handled.
