He is notorious for being able to give you exactly what you want. Maybe it's a mad high with minimal side effects--Cabel is very, very good at minimal side effects. Maybe you want to be able to stay up and be hyper focused for three days to get through that exam. Maybe you want to be better in bed. Or maybe you want a drug that can help suppress or enhance some of your already magical abilities.
Up until now, the people working for Cabel have been NPC's, but I'm looking for a few people who might be interested in selling magical drugs. They can be small time dealers who peddle them on the side for quick cash or people who are making a lot of money on Cabel's goods.
