Everyone who was once a citizen is now a pet. They might be a dog, a cat, a bird, or anything else that would have been a mundane pet. All pets can communicate, regardless of species, and up until now, they'd been living normal lives, whether living as a stray or with a master, but abruptly, all the masters have gone missing: All of them.
