Villain wanted

Hi all! I'm looking for a villain for Conrad's entry plot. Their name and back story are all up to whoever plays them! All I ask is that the character fits the following criteria:

- They are aware of The Library (an organisation that steals books from multiple universes. I'm willing to explain in more detail)
- They call themselves a Librarian, falsely posing as a member of The Library
- They use books for their own nefarious purposes (completely up to the player: perhaps that they have a library of their own and steal peoples' powers/souls/artifacts to store there for them to use or something.)

The Library is an organisation that steals books from multiple alternate universes. For reading purposes, and also to keep the universes from teetering too far into order (where everything is so random and follows real-life levels of strangeness) or chaos (where everything constantly falls into narrative patterns) and either way too far is bad.

The Library likes to obtain unique books that are created by the situations of an alternate that don't exist in any other alternate universes, and sends out Librarians to acquire copies of them.
