The Loss of one of their Experimentsstirred up a rush in the Organisation, creating fears of their group going public, as well as the potential of a threat to their Utopia. Being a Secret Normie Organisation, they couldn't reveal themselves yet.
To combat this, they fought fire with fire, designing more peacekeepers, with the intention of returning it to the organization to be 'recalibrated' to never go rogue again.
However, If that plan was to fail, they were to take it down, so there was no trace left behind.
6734 was designed as one of the few to recapture or remove the rogue experiment and having tracked it to manta Carlos, began his hunt, masquarading as a normal citizen under the name "Gabriel".
