Ivo's Germanic heritage shows through in his blue eyes and light skin. His short hair is a dirty blond, so dark it's nearly brown. At 5'8" he was fairly tall for his generation but seems on the shorter side of average now. Ivo is slender and fit, without being particularly athletic or largely muscled. He looks like the ghost he is, pale and slightly transparent. He has a severe face that usually appears distant, distracted, or angry, and he rarely smiles.
Ivo is always wearing the clothes he died in, which happened to be his uniform. He can appear in a variation of these clothes (ie with or without the jacket), but he can never wear anything else. He generally leaves the top jacket off, so it's not so obviously a uniform though the style is still a little dated and formal. He speaks with a thick German accent.

Ivo has an almost stereotypically masculine, military personality with a high level of discipline. He is very strict and orderly, believing in tough love, and obedient to superiors, as well as expecting obedience.
Before he died, he was generally an introvert, quiet and reserved, not speaking much except to friends. Since dying he has developed much more of a need to be seen and heard because it has become a lot harder to do so. He wants to be noticed and to leave a mark. He is bitter and angry about the curse that has left him an untouchable ghost and has lost his connection with humanity somewhat. He does not regret things he did as a medical researcher, although he is not quite as overtly racist as he once was. In fact, other than wanting to be noticed, he has trouble relating to society in any meaningful way.
He gets some enjoyment out of watching people interact via sports, fighting, or arguments. It's not exactly living vicariously, but he enjoys the excitement, particularly when negative emotions are involved.
As a member of the medical branch of the SS, he was obsessive and detailed when performing experimentation, and this carried over into an obsession with magic after his death. Upon his discovery of chaos magic, he threw himself into it with all the dedication that could be given by someone who literally never sleeps.
He has seen modern day things, but lacks a full understanding of the newest technology, having only been an observer for so many years.
Species Abilities:
Ghost - intangible (cursed - charms don't make him tangible), immortal, no sense of touch/pain. Smells like mist. Can't be heard/appear to normal non-magical humans at all, but can be seen by animals. Can't be heard/appear to most people unless he concentrates (undead/reapers/death beings can see him). If he loses focus, he will appear to vanish. This will tire him out and he can't remain visible for more than 30 minutes at a time without resting, but he only needs to rest for about 5 minutes. No need for eating/sleeping/breathing. Can be hurt and potentially killed only by magic/magic weapons.
Salt Barrier - cannot cross a line of salt. This could be used to trap him or bar him from entry to places.
Telekinesis - Range of sight. Can move inanimate objects up to a total weight of 5lbs. Has to see the object. Tries to hold too much and everything drops. Tries to move something over weight limit and it just won't move. Can only do in up to 5-minute bursts.
Teleportation - Can instantly teleport up to a distance of 25'. Does not need to see where he's teleporting. Cannot travel deeper than 6' in the ground/above a walking surface even with teleportation.
Battery Death - phone and laptop batteries die 4x faster when within 5' of him.
Flickering Anger - lightbulbs/flashlights and computer/tv screens in the same room as him tend to flicker on and off when he's very angry or distressed. Whether or not they are plugged in.
Chilling Aura - a noticeable drop in temperature within 5'. This is passive and uncontrolled.

Chaos magic sigils -
Has three sigils that work for him. The first two require an hour of meditation before carving the sigil. Carving a sigil on anything other than the specified objects will have no magical effect.
Speaking Rock - Must be carved on a rock (which also takes time). Rock must be at least an inch around and less than a pound. While touching the marked rock, he can talk and be heard through said rock. Can't get louder than a whisper. Can only speak for about a minute at a time and then needs someone else within his hearing distance to speak. The magic lasts about two hours before another one must be made. Must be a new rock each time.
Glowing object - Can be carved on any inanimate object smaller than a basketball and at least an inch around. Cause the outside of the object to glow with intensity comparable to a phone screen. Magic lasts about an hour. Can be carved again on the same object as long as there's an inch of space between the sigils.
The third sigil can only be used when he's intensely angry.
Paralyzation - Must be carved into a conscious living being. Any magical resistance would nullify the effect. Must wait an hour between uses. Can only use on one target at a time. Can only be used on a specific target once a day. Paralyzes them for 5 minutes. They are still aware, conscious and breathing.

Ivo was born in Germany. He was the second-oldest of four and had an average childhood, nothing really out of the ordinary. He attended the SS Medical Academy in Berlin when it first opened, just before the start of WWII and ended up as part of the SS Medical Corps working at a concentration camp in Germany. Several inhumane medical experiments were done on the inmates there over the course of the war. At the start of one such series, he happened to operate on a witch and was struck by her dying curse. Not long after that he caught an infection and died quickly and painfully, becoming a ghost.
After his death, Ivo wandered Germany for a while, watching the war continue without him, futilely trying to contact anyone, even daring to venture into top-secret locations and speak to the highest leaders of the war. He soon realized he could only be seen by other ghosts for the most part. His one encounter with another witch made him both wary about further contact with humans and obsessed with learning as much about this magic that he could.
He traveled around Europe, seeking out occult practitioners and gradually picking up English as it was a language common in many countries. Eventually, after many years of chasing after rumors and false leads or magic not meant for ghosts, Ivo discovered chaos magic in England in the 1970s when it was just becoming popular.
After 40+ years of continual practice, he was able to perform enough magic to get noticed. Someone actually called an exorcist on him and he was informed about the Veil and urged to go to Manta Carlos. On the island, he used his experience to get a job as a professor.

Inhibitory gnosis is a form of deep meditation into a trance state of mind.
