It's basically an rp site.
First, you make a character (the password to the Characters forum is in the rules), then you rp to your heart's content!

You make a character, post it with the other characters and wait for a mod to accept it. Then you're free to be some one else <grins>

first read the rules, then get the character form int he character forums and fill it out with stuff about the character you're making. Then just make up a past and stuff. It's like making a story.
