Appearance Description:
In a phrase: Tall, pale, and handsome. Cesare stands at a height of six feet and three inches barefoot, with stylish short black hair. He looks to be about 150-160lbs, but actually weighs in at closer to 450lbs due to the density of his body. He prefers to wear three-piece suits - black and bespoke, of course - with dress shoes, and dark sunglasses during the day. When he opts to dress casually - usually when he's "slumming it" - he goes for dark jeans with a t-shirt and either a leather jacket or a hoodie. Of course, anyone with an eye for such details can see that even his "casual" clothes are expensive designer garments, which kind of defeats the purpose of dressing incognito (the irony is lost on him). He has a ring with a large pentagram on the face and smaller ones on the side, about the size of a high school class ring, made of platinum.
Like other vampires, he can extend and retract his fangs and claws at will. Unlike other (full) vampires, his eyes turn completely black when he falls into blood rage. He can also be photographed, but his eyes always show all black in the photo (as well as in his reflection) - a dead giveaway that he's more than he seems.


Personality Description:
Like many young men born into wealth and privelege, Cesare is possessed of a sense of self-confidence and personal pride bordering on arrogance, as well as a vague understanding that consequences are things that happen to other people (namely poorer, less attractive people who can't just throw money at problems until they go away). While it may be true that everyone is the main character of their own story, Cesare recognizes that he is the main character of the story. This is not to say that he doesn't care about other people; in fact, a life of social isolation has made him crave attention and recognition from his peers. Indeed, it is from this desire that his greater-than-thou public persona stems; unfortunately, rather than elevating his social capital, it is this facade which often makes it quite difficult for him to make friends. It doesn't help that he internally resents his peers as much as he desires their esteem; not because of who they are or anything they've done, but because he hates to feel as though he needs anyone, in any sense. Never the less, beneath the thick mask of his public persona resides a heart that is loyal and even kind, in his own way - to those who deserve it.
He is fluent in Georgian, Russian, and English, and has a passable education in Greek and Latin.

Active Abilities:
-Vocal Control: Cesare can speak at frequencies that are not audible to humans, shout at decibal levels equivalent to a bullhorn, and perfectly mimic any voice he's ever heard.

Passive Abilities:
-Enhanced Physicality: As a Dhampir, Cesare's body is physically superior to that of a normal human. His bones, muscle tissues, and skin are three times denser. He tires much more slowly, meaning he can keep up his peak physical performance for hours at a time. He can run at a top speed of eighty miles-per-hour (with similarly enhanced reflexes), and deadlift a literal metric ton. Unlike full Vampires, he does need to breathe, but requires much less oxygen than a human; he can safely hold his breath for over ten minutes. He does not need to sleep. He is immune to most diseases and viruses.

-Enhanced Senses: All of Cesare's physical senses are much better than that of a normal human, especially his smell (comparable to a bloodhound) and his sight (comparable to a wolf). He can see in virtually pitch black environments.

-Enhanced Mental Acuity: Cesare's mind works faster than that of a normal human, making him capable of doing things such as reading a thick novel in a matter of minutes.

-Mental Immunity: Cesare is immune to mind-altering effects and powers. This ability arises from his Mutant (Psionic) heritage rather than his Vampiric one.

Weaknesses:
Cesare must drink a pint of blood per day. Failure to do so results in tiredness, fatigue, irritability, trouble concentrating, and, if left for too long (3-4 days) a Blood Rage that causes him to attack any source of viable blood nearby and drink until he is completely full - much more than the one pint he would otherwise require.
Silver burns his skin on contact, similarly to acid.
He cannot enter a private home without an invitation. If his invitation is rescinded, he has no choice but to leave at once.
Other than that, Cesare does not have any of the other traditional Vampire weaknesses, but rest assured that if you decapitate him or put a stake (or anything, really) through his heart, that will still put an end to your Cesare Problem. Besides his immunity to disease, anything that could kill a human could kill Cesare - it just takes more effort.

Biography:
Cesare was born at around 10:00PM on April 30th in Georgia (the country, not the state), to Mikhail and Maria Mayakovsky. His parents were loving and attentive to little Cesare, as their wealth meant that neither of them had to work. Most significantly, they taught him to maintain the Veil of Secrecy from an early age, and stressed to him the consequences of failure in that regard. His early life was filled with joy and fun and family trips all over the world. Until one day, when Cesare was eight years old. There was a terrible fire. Mikhail got Cesare out and went back in for Maria. Neither one came out again. The authorities were never able to determine the cause of the fire. Cesare was sent to Moscow to live with his paternal grandparents, the poet Vladimir Mayakovsky and his wife Ketevan. His grandparents were kind and supportive - taking care of all of his needs, Vampiric or otherwise - though a bit eccentric (Vladimir moreso than Kato). His prepubescent days were filled mostly with lessons from world-class (and accordingly expensive) tutors in all the core subjects, as well as more rarefied subjects such as riding, shooting, and swordplay. As he got on into his early teens, Cesare became more wild and reckless, and got himself into all sorts of trouble (all smoothed over by his family's vast resources, of course). Truth be told, Vladimir didn't mind all the partying - it reminded him of himself in his youth - but Kato was rather insistent that Cesare's worst impulses be curbed, and that his socialization ought to be among other young supernaturals rather than "allowing the young women of Moscow to be afflicted with this little scoundrel!"
And so it was that he was sent to Manta Carlos and Starlight Academy.
