Makara didn't like lecturing his dorm children. He didn't like handing out punishments, and in classes (if he ever had any), he never had any plans to actually punish people for missed homework. Poor grades were bad enough, and he didn't quite have the backbone to lecture people for things as minor as missed homework. He had done far worse things at their age.

But sometimes, punishment had to come down. For Makara, those times were when someone was in danger - whether it be the person themselves or someone else. When someone was doing something so stupid they were in danger, then it was time for him to put his foot down.

That said, it was awfully hard to put his foot down. He was not intimidating. If anything, during the day he had to be on record as the least intimidating person on the face of the earth. He was a fully grown man who barely hit five feet, was skinny as a rail, and he looked like a strong wind could snap him in half. He was about as intimidating as a wet tissue, no matter how angry he looked.

And he did look angry. He looked very angry. He was completely failing to tower over the student (who looked to be about twelve and yet still managed to stand four inches over Makara), who looked rather embarrassed. That wasn't enough for Makara though.

"You're here because you're supposed to be learning to train your powers. You're here to get an education. Did you think before you acted at all?" His accent made his voice sound odd, but anger was a universal tone.

It was a scene Josephine had seen and lived through time and time again. The big, strong man who knows everything tells the weak little girl exactly how she was supposed to behave.

Or, at least, that's the way comical little men like this one tended to see it. It was all so condescending. This young girl had a mind as good as any man's and here this man was treating her like an imbecile. 'You're here because you're supposed to be learning to train your powers.' The man barely knew how to speak, yet still he acted so superior!

In Josephine's eyes, the man was a little fool, leveraging his power over children to feel like the big, strong man he never was. It was a ridiculous charade, and Josephine wouldn't stand for it.

Makara had gone not two sentences into his tirade before an elegant Victorian lady materialized behind him. Or, at least, she seemed elegant until she made that ridiculous face, right behind him, in full view of the student he was chastising. The girl tried not to laugh, letting out instead a muffled snort, covering her mouth to hide her smile.

She would disappear as soon as Makara turned around.

People liked to think that non-humans could sense each other. That if a dragon met a dragon, they would just automatically know. Some species certainly did, but Makara certainly didn't - during the day he had an excuse, but even at night he knew ghosts only by their appearance and actions. He had no magical sixth sense that told him if someone was dead.

So he was blissfully unaware of the fact that someone was behind him. He stared down at the girl, good and angry, and gave only the tiniest glance behind him (finding nothing, of course) before carrying on with his rant.

"If I could - if I had any say in it - you wouldn't have any powers at all. If you're going to use them like that, you shouldn't even be allowed to have them." Technically speaking, Makara had no powers of his own. He existed, and he was technically a non-human, but he was not a powered human like so many.
