Santiago Diez

For the most part, Santiago looks pretty average. He's average height, standing around 5'8", with dark brown hair, light brown skin, and green eyes. His features are predominantly hispanic, and perhaps his most defining feature is not a feature at all, but a lack of one: His skin is entirely clear of any blemish, the product of heavy regeneration and a lack of life experience. His hair is kept in an undercut, and his clothes tend to be tight and show off his figure. He also went as far as to get his ears pierced to further differentiate himself from his brother. His build is athletic but thin, and he struggles to keep weight on.

Despite his actual age, Santiago looks like he's sixteen.

Santiago is the more cautious of the Diez 'twins', inasmuch as that actually means. He's more than willing to try new things and catch up on the childhood he missed, especially if his brother is involved, but he's more prone to waiting to hear the full explanation of what he's actually signing up for before he runs in half cocked.

He's a bit jealous of his brother, as Roy seemingly inherited the very power they were known for while he got some of their template's more niche tricks. He overcompensates a bit for this, showing off more than he otherwise might when Roy is around. He also makes up for this by trying to be a bit louder, a bit snarkier, a bit more there as it were.

Active
Slow Down
Santiago can generate blue lightning from his body that does not cause damage the way that normal lightning does. Instead the lightning saps the kinetic energy from objects and creatures, slowing them down. If he focuses the lightning on a single person (or smaller) sized object, he can slow it down up to 1/20th its normal speed (so a base value of 100 would reduce to 5). As he spreads the lightning out, the effect on all the objects it hits lessens. His maximum range is thirty feet. If he affects everything in his range, it only reduces the speed by 1/10th normal (so a base value of 100 would reduce to 90). Using this ability causes him to burn through his energy reserves.

Charge Up
Santiago can generate blue lightning from his body that does not cause damage the way that normal lightning does. Instead the lightning charges an object or creature within thirty feet with excess energy that can then cause a greater kinetic reaction when the object is acted upon. He can only affect a single object or ten foot square area or a larger object at a time. He can multiply subsequent kinetic energy the object puts out by up to a factor of five. The energy he charges an object with is volatile, meaning that it quickly degrades and can inadvertently cause flammable substances or highly pressurized substances to explode. Using this ability causes him to burn through his energy reserves.

Passive
Think Fast
Santiago operates at a rate faster than a normal human. His thoughts and reaction time are faster than a human’s, allowing him to activate his powers fast enough to react to even a trigger pull.

Kinetic Battery
Every hit Santiago takes causes his active abilities to surge. He doesn't take any less damage, but he bottles up any kinetic energy applied to him in order to make it easier to use his abilities. This energy takes the place of the calories he'd otherwise burn.

Calorie Consumption
The source of Santiago's abilities are his energy, and that means even at a base level without using his powers, he needs an extremely large number of calories. At a minimum level, not using his powers at all, he needs double the calories of a fully grown adult man just to maintain his weight.

Halcyon City was a shining beacon of hope: A universe similar enough to the concept of a superhero universe, where villains and heroes existed and were a part of every day life. Or it was until the end of the world came to Halcyon City, leaving the entire planet decimated, the population extinct, and the survivors evacuating to another world entirely.

Santiago is a clone, a copy of a villain-turned-superhero who once went rogue. He (and his siblings) were created as a backup, a fail safe in case their original ever went too far. They were grown to their teenage years, educated within their tanks, and then left to sit and wait for the day they might be needed. Santigo and one other were the only clones alive due to the other tanks failing.

Santiago and his brother were rescued by a small group that had traveled to visit the doomed Halcyon City, where they discovered the clones in a still-operating lab. They were brought back to Manta Carlos, where they had begun getting used to Manta Carlos society.

Lives at the school and does the stipend thing.

Santiago considers Roy to be his brother. No other clones survived. His name, Diez, is 'ten', and refers to the series they were a part of, the original batch having not survived long enough to be useful. He's number 15.
