Havoc was not, strictly speaking, in charge. He couldn't make the final decisions on who the school did or didn't hire, but he did have some amount of input. It wasn't quite a full veto right, but it was fairly close--if Havoc was strongly against a candidate, the school would take that into account, assuming he could properly explain his issues to them.
Generally Havoc could. He was the kind of person who was remarkably good at explaining himself, even if it was often overly clinical. He didn't struggle to put his emotions into words because the majority of the time there were almost no emotions to begin with.
He didn't have an office, but he'd been given a room for the afternoon as he conducted his own (rather basic) interviews. He hadn't been given full files or resumes or anything of the sort, but instead a simply sheet. Name. Qualifications. The utter basics, but that was really all he needed.
Havoc couldn't really veto Storm. They'd already been hired. In fact, they'd already been hired to teach self defense of all possible things. It was effectively perfect, but Havoc was getting an interview anyway, if only to familiarize himself with the instructor in question. He'd taken a seat at a desk, working his way through the papers he'd been given as he waited, perfectly still save for the occasional turn of the page.
