Cirro is a frail looking young man standing at 5'10 with long thin arms and legs. His eyes are hazel, and his hair, while naturally brown, changes colour based on the weather. When it's sunny out, his hair turns red; when it's raining out, it turns dark blue; when it's thunder storming, it turns yellow; when it becomes really windy, it turns white; when it's snowing, it turns light blue; and if it's just cloudy out, his hair turns it's natural brown colour. When Cirro isn't wearing his school uniform, he usually sports a green sweater and jeans, as well as a pair of black shoes that he wears everywhere.
Personality Description: Cirro is a fairly anxious individual. He can be too careful at times, often wanting to stay out of trouble and keep everyone he knows out of it too. However, he's also pretty naive at times, which can lead to him getting himself into trouble despite how careful he is. He's a complete push over, as well as being gullible and too trusting of other people; which allows others to trick him effortlessly. He gets embarrassed easily, which gets in the way of him using his power; since it requires him to do a dance in order for it to work. He shy's away from meeting new people, but he has an interest in magic and the extraordinary that can occasionally pull him into talking with strangers in an attempt to learn more. He's easily impressed, and gets fascinated by small and often insignificant things. Cirro gets spooked easily; where most people have a fight or flight instinct, he has scream or cower. He is basically the opposite of brave, but if a friend was ever seriously in danger, he could probably muster up the courage to help them. He's also fairly sensitive, and a bit of a cry baby at times.

WEATHER DANCE
Cirro can change the weather by dancing. He has to keep dancing uninterrupted for two minutes straight in order for it to work. (Basically, I have to post and then if he isn't interrupted before the next time I post then it will be a success). With one dance, he can change the weather to make it sunny, raining, snowing, cloudy, or windy. However, once it is raining, he can do another dance to make it a thunderstorm; Once it is windy, he can do another dance to make a tornado; and once it is snowing, he can do another dance to make it a blizzard. The weather happens in a radius the length of a football field, with him as the centre; at the very edge of this radius, the weather suddenly begins to be exactly what the weather would naturally be. Due to Cirro's timid personality, he will have trouble performing a two minute dance if people are watching him. Cirro also cannot change the weather to sunny at night, instead he can just clear the clouds.
FAIR WEATHERED POWERS
Cirro has one power at a time that changes depending on the weather. None of them are anything particularly amazing, but they could each come in handy in very specific situations.
Sun: Cirro becomes heat resistant, and gains the ability to set his hands on fire. He cannot shoot the fire from his hands, he can just set them on fire. Also, while he will become fire resistant, his clothes won't, so he has to pull up his sleeves if he chooses to set his hands on fire.
Rain: Cirro can control and manipulate about two water bottles worth of water. He cannot move it very fast, and needs to maintain focus in order for it to work.
Wind: Cirro can hover up to three feet from the ground. He doesn't actually gain any sort of protection from the wind if he chooses to make it windy out.
Snow: Cirro becomes cold resistant, and can freeze water instantly by touching it. He can't control or manipulate the water he freezes, he can only change it from liquid to solid ice, and only when he is touching it directly. If he attempted to freeze a large body of water, it would only freeze in a 6 foot radius with his hand as the center.
Thunderstorm: Cirro can electrocute things and other people by touching them. He needs to either be touching them with his hands, or touch a conductor such as metal which will send the electricity out all along the surface of the material he is touching. He also becomes resistant to being electrocuted himself.
If it is just cloudy out, or if it is a clear night, Cirro doesn't have any of the powers.
Biography: Cirro lived a completely normal life up until he turned seventeen. He had two loving parents, a sister and a brother, and despite a few ups and downs, nothing out of the ordinary really happened to him. He didn't have much in the way of friends all through elementary school, which led him to try and change that when he moved into high school, but what happened basically ended up getting in the way of him interacting much with others. He tried to make friends with a group of kids his age, but overheard them making fun of him as he approached. He ran away crying, and never managed to make friends after the small incident (which felt like it mattered the world to him). Spending so much time alone eventually left him fairly antisocial and just a tad shy. However, early in November when he was seventeen, his hair randomly began switching colours on its own. His parents were surprised by it as well, but they ended up getting him to hide it using hats and hoodies, to avoid getting unwanted attention. A month after it started happening, he realised that it was changing according to the weather, but still had no idea how to explain it. Then, a few months after his eighteenth birthday, he was trying to learn how to dance for the prom that was eventually going to come, when he discovered that he could change the weather. He wasn't sure what was happening at first, but after experimenting for about an hour, he figured out that it was his dancing that was causing it, and that he could actually control what the weather became, by thinking about it in his head. He later discovered five unique powers that also seemed related to the weather, coming and going depending on what it was like outside. After this discovery, his parents took him to the hospital, telling nobody but the doctor about the predicament. He was sent home, and rather than hearing back from a doctor, his parents heard from Starlight Academy. One month later, Cirro was sent away to the Manta Carlos Islands, with hopes of learning about things he never knew could exist.
