Can I make a girl?

Um, I'm new and I wanted to make a girl character, but my brother then showed me the forum of the Too Many Girls! I really want to make it a girl, for she will be my ONLY character, so can I make her? And if I can't, then when will be girls be allowed to be made? Thanks.

Oh, and I'm already putting her up, anway. So I'll just wait for the time she can be approved.
