He could stop time, and he would be the only one unaffected (with the exception of a few). He couldn't stop it forever, as after a certain mark, about two or three hours by his guess, it starts again and he is left with a headache that only grows as he continues to use his powers.
Thus the book, he had spent most of the previous nights working on a way to know how long he would be using his power. It was only theoretical, as Victor doubted many try to measure time when it has stopped.Inside the book was equations, designs, and notes akin to that found in a da Vinci scrapbook, but with less art skill. In the end, it would look like a thick glove with a digital clock that would measure his total usage within the past half-hour, how long he is currently using it, and to which extent.
